California Approves AB 825 to Launch Western Regional Electricity Market

The California legislature has approved AB 825, a bill designed to enhance grid reliability and enable the creation of a Western regional electricity market. The measure is now awaiting signature from Governor Gavin Newsom.

 

The legislation allows the California Independent System Operator (CAISO) to transition market governance to an independent regional organization as envisioned by the West-Wide Governance Pathways Initiative. This change aims to centralize planning and dispatch of energy across the Western U.S., offering consumers access to more affordable electricity while leveling the playing field for energy providers.

AB 825 also facilitates the expansion of renewable energy production in California, enabling the state to sell excess power to other Western states. By establishing a West-wide day-ahead market, the bill helps utilities plan energy supply one day in advance, improving cost efficiency and resource allocation.

"Rapidly expanding demand from data centers, aging infrastructure, and extreme weather are driving electricity costs across the West. AB 825 provides an opportunity to collaborate on a regional market for cost-effective clean energy," said Vijay Satyal, Ph.D., deputy director of markets and transmission at the Western Renewable Association (WRA).

The bill complements existing initiatives such as the Extended Day-Ahead Market (EDAM) and Markets+, positioning California and neighboring states for a more unified and resilient energy system. Officials say the regional market will be a critical tool for decarbonization goals and grid modernization across the Western U.S.
