Dominion Energy Plans 1,400 MW of Solar Projects in Virginia

Dominion Energy has submitted its largest request for solar energy projects since the Virginia Clean Economy Act was enacted in 2020. The proposal includes more than 1,400 megawatts of solar and energy storage projects, enough to power approximately 350,000 homes. Most projects are planned for construction between 2027 and 2030.
Among the projects, Bedford Solar, a 545-acre solar farm in Chesapeake, will contribute 70 megawatts to the grid. The farm, operational since 2021, previously provided power exclusively to the state of Virginia. Other proposed projects include Honeybee Solar in Brunswick County (300 MW) and Pumpkinseed Solar in Greensville County, along with two projects in Charlotte County totaling 313 MW.
While solar expansion is the centerpiece, Dominion Energy cautions that meeting future energy demands may require additional natural gas plants and small modular nuclear reactors, according to its recently filed Integrated Resource Plan (IRP). The utility aims for about 75% of new power generation to be carbon-free over the next two decades.
The company's filings also highlight the economic benefits of these projects, including $1.6 million in tax revenue for Chesapeake and $4.4 million for the state. Decisions from the State Corporations Commission, which oversees the Renewable Energy Portfolio Standard, are expected in the spring of 2026.
