DTEK Plans 650 MW Wind Project as Ukraine Rebuilds Energy System

Ukraine is moving forward with a major onshore wind power project led by DTEK, signalling continued investment in renewable energy despite ongoing conflict.

The company plans to build the 650 MW Poltavska wind farm, with an estimated investment of around €1.2 billion, making it one of the largest onshore wind projects in Europe.

The project will be located in central Ukraine and is expected to include around 100 wind turbines, contributing significant new generation capacity to the national grid.

DTEK said the development will play a key role in strengthening energy resilience, particularly as the country continues to recover from extensive damage to power infrastructure caused by Russian attacks.

In a statement, the company described the project as a “flagship project [that] will make a major contribution to strengthening energy security by replacing generation capacity damaged or destroyed during Russian attacks, while accelerating Ukraine’s transition to a cleaner, more decentralized power system.”

The investment also highlights Ukraine’s broader strategy to rebuild and modernise its energy system through renewable energy and decentralised generation, reducing reliance on vulnerable large-scale thermal assets.

DTEK CEO Maxim Timchenko emphasised the importance of continued investment despite the war, stating:
“Even in the face of constant attacks, we are restoring capacity, scaling renewable generation, and modernizing grids, because a resilient energy system is the foundation of Ukraine’s survival and future prosperity.”

He added:
“With the full support of our shareholder, Rinat Akhmetov, we continue to invest during wartime, sending a clear signal: Ukraine remains attractive for investment today, and international partners have a real opportunity to help build a modern, European energy system.”

Since 2022, DTEK has invested significantly across Ukraine’s energy sector, including renewables, grid modernisation, and restoration of damaged infrastructure, underscoring the scale of rebuilding efforts.

The project reflects a broader trend in Ukraine’s energy strategy, where wind power is emerging as a critical component of long-term resilience. Despite the war, the country continues to pursue ambitious renewable targets and attract investment into large-scale energy projects.

More broadly, developments like the Poltavska wind farm demonstrate how energy infrastructure is being rebuilt with a focus on decentralisation, flexibility, and security, aligning Ukraine’s power system more closely with European energy markets.
