Panamint Capital Begins Construction of 1.2 GW Texas Solar Project
Panamint Capital has started construction of the Big Rooter Power solar PV project at its Twin Oaks power station in Robertson County, Texas. The $1.7 billion development will have a planned capacity of 1.2 GWdc and is being built on an existing coal mining site.
The project will be delivered in two phases. Big Rooter West, with a capacity of 491 MWdc, is expected to begin commercial operation in August 2028. The second phase, Big Rooter East, will add 658 MWdc, with construction scheduled to begin in December 2026 and commercial operation targeted for August 2029. Together, the two phases are expected to create more than 800 jobs.
According to the company, the project is intended to repurpose existing energy infrastructure while expanding renewable generation capacity. Once complete, the Twin Oaks complex is expected to include 1.5 GW of thermal and renewable generation, more than 20 miles of new 345 kV transmission infrastructure, 1.6 GWh of battery energy storage, and a 790 MW data center under development.
In a statement, Apolka Totth, CEO of Panamint Capital, said: “Big Rooter Power represents our vision for getting more out of America’s energy infrastructure and ensuring America’s energy dominance.” The company stated that the project is designed to meet growing electricity demand while extending the operational life of the Twin Oaks site.
