Engineers Canada Advocates for Enhanced Regulation to Safeguard Offshore Wind Projects

In June 2023, Engineers Canada expressed its recommendations to Natural Resources Canada on "Bill C-49, An Act to amend the Canada-Newfoundland and Labrador Atlantic Accord Implementation Act and the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act and to make consequential amendments to other Acts." The proposed amendments aim to accelerate offshore wind project development on Canada's East Coast, promoting marine conservation and supporting Canada's clean energy commitments. Engineers Canada is urging the government to incorporate robust language in the Bill to ensure the protection of the public in offshore engineering work.

While engineering regulators prioritize public safety and environmental protection through provincial and territorial regulation of engineering activities, the existing regulatory framework for offshore oil and gas activities lacks comprehensive coverage for offshore engineering work. This regulatory gap poses risks to both public safety and environmental preservation, necessitating swift action as Canada advances its clean power agenda through offshore wind development.

Engineers Canada submitted several recommendations to strengthen Bill C-49, including closing the regulatory gap to ensure better protection of the public and environment in offshore engineering work. Collaboration between the federal government and engineering regulators is crucial to developing improved regulations for offshore engineering activities performed outside provincial jurisdiction but within federal control. Incorporating a requirement for licensed engineers in Bill C-49 and maintaining close collaboration with regulators are also highlighted as essential steps to uphold worker safety, high professional standards, and consistent national offshore engineering standards.
