France’s Largest Offshore Wind Project Moves Into Permitting Phase

28 May 2026
TotalEnergies has filed for authorization to develop its 1.5 GW offshore wind farm under the Centre Manche Energies project off the coast of Normandy, marking a key step in France’s renewable energy expansion.

The company confirmed the submission of the single authorization request, which includes technical studies, environmental assessments, and a preliminary installation plan.

Thierry Muller, Project Director. stated:

“We are delighted to have filed for authorization and to have reached this major milestone for Centre Manche Energies.”

He added:

“We would like to thank our technical partners and regional stakeholders, as well as the authorities, for their hard work.”

The project is planned to be located more than 40 kilometers offshore and is expected to generate around 6 TWh of electricity annually, enough to power over one million households in France.

TotalEnergies estimates the project represents an investment of approximately €4.5 billion and could support up to 2,500 jobs during construction.

The permitting process will now move into government review, alongside continued stakeholder consultations with local communities, environmental organizations, and maritime users.

The company stated that the development forms part of its broader expansion in Renewables, as it increases its offshore wind and electricity generation portfolio across Europe.
