Germany Issues Offshore Wind License N-9.4 to TotalEnergies

TotalEnergies, through its joint venture North Sea OFW One GmbH, has been awarded the N-9.4 offshore wind concession by Germany's Federal Network Agency. The 141-square-kilometer site, located approximately 150 km northwest of Heligoland in the North Sea, will support the development of 1 gigawatt (GW) of offshore wind capacity.

 

The concession is granted for 25 years, with a possible 10-year extension. It lies close to the N-9.1 and N-9.2 offshore wind sites already jointly held by TotalEnergies and RWE, offering potential cost synergies during construction and operation.

As part of the agreement, Offshore Wind One GmbH will contribute €18 million to Germany's federal government in 2026 for marine conservation and sustainable fishing initiatives. An annual payment of €8.1 million will also be made for 20 years to the transmission system operator, beginning upon commissioning.

In light of delays from German transmission system operators (TSOs), TotalEnergies is conducting a strategic review of offshore wind concessions acquired since 2023.

As of March 2025, TotalEnergies reports 28 GW in installed gross renewable capacity, with a goal of reaching 35 GW by year-end and over 100 TWh of net electricity output by 2030.
