ATC refiles $1.3B Wisconsin grid upgrade application
American Transmission Company (ATC) has refiled an application for more than $1.3 billion in grid upgrades to serve a data center in Port Washington, Wisconsin.
The proposal includes a high-voltage transmission line and five substations across Fond du Lac, Ozaukee, Sheboygan and Washington counties. ATC initially filed in September 2025, but the Wisconsin Public Service Commission (PSC) ordered a new application in August following repeated design changes, including temporary bypass lines to avoid construction-related outages.
The revised application removes a transmission-line segment through Trenton in Washington County and Saukville in Ozaukee County. ATC executive vice president and chief assets officer Jared Winters said, “The need for this project has not changed, but the application has.”
The PSC must determine whether the application is complete before opening public comment. The original proposal targeted reliable service to the data center by December 2027, with construction planned to begin in May 2026.
