ITC Midwest Approved to Build $221M High-Voltage Transmission Line in Iowa
The Iowa Utilities Commission (IUC) approved ITC Midwest’s permit to build a $221 million high-voltage electric transmission line connecting the Morgan Valley Substation in Linn County with the new Twinkle Substation near Marshalltown.
The project includes approximately 60.58 miles of 345 kV and 161 kV lines across Marshall, Tama, Benton, and Linn counties, with an additional 33.76 miles in Marshall, Tama, and Benton counties. Construction is expected to take two years, with work scheduled to begin in early January 2026.
Rod Pritchard, ITC Midwest’s marketing and communications manager, explained that the line is part of the Midcontinent Independent System Operator (MISO) Long Range Transmission Plan (LRTP). The project aims to improve grid reliability, reduce congestion, and expand access to low-cost and renewable energy sources.
Pre-construction began Dec. 8, 2025, including removal of some existing 161 kV lines. The new route will combine the upgraded 161 kV and 345 kV lines on shared structures to minimize landowner impact. While no permanent jobs are expected at the substation, construction work will provide temporary employment.
ITC Midwest serves large customers such as Alliant Energy, and the upgraded transmission line is expected to enhance the overall efficiency and reliability of electricity delivery in central Iowa.
