The report outlines challenges including lengthy manufacturing lead times, material shortages, labor constraints, and competition from foreign producers. It emphasizes the need for prompt action to address these concerns and highlights efforts undertaken by utilities to mitigate the impact, such as maintaining spare equipment and enhancing infrastructure security.
Titled "DOE Could Better Support Industry Efforts to Ensure Adequate Transformer Reserves," the report was delivered to the House and Senate Appropriations Committees. While primarily focused on large power transformers (LPTs), the report draws attention to the parallel challenges faced by distribution transformers and other vital grid components.
The report acknowledges that both utilities and the Department of Energy (DOE) have taken steps to address the supply chain issues. However, it also points out that the DOE lacks a comprehensive plan with actionable objectives to effectively support the industry's efforts. GAO makes two key recommendations: firstly, for the Secretary of Energy to establish a clear plan to guide the development of solutions for transformer supply chain challenges, and secondly, to facilitate stronger support for utilities and promote increased participation in industry-sharing initiatives.
