Montenegro is set to invest EUR 33.8 million in energy renovations and power grid modernization as part of the Decarbonization of the Energy Sector project. Scheduled from early 2025 through April 2030, the initiative aims to improve energy efficiency in public buildings and upgrade critical infrastructure in the distribution grid.
A substantial portion of this investment targets the electricity distribution network. The modernization plan includes the reconstruction of seven 35 kV switching facilities across key 110/35 kV substations located in Pljevlja 1, Nikšić, Tivat, Ulcinj, Budva, Bar, and Berane. Additionally, 42 transformers in 27 substations will be replaced and upgraded, which is expected to enhance reliability, reduce technical losses, and facilitate renewable energy integration.
CEDIS, Montenegro’s distribution system operator, will oversee the EUR 21 million grid investment, including a pilot program to install smart meters, sensors, and specialized software to enhance network visibility. The International Bank for Reconstruction and Development (IBRD) has provided a EUR 31 million loan, while EUR 2.8 million is allocated from the state budget to support these efforts.
Montenegro’s Ministry of Energy will also implement energy efficiency measures in 23 public buildings, an initiative estimated at EUR 10.8 million. This combined approach reflects the country’s commitment to a more efficient and resilient power infrastructure, aligning with its decarbonization goals.
