Ørsted’s Revolution Wind Offshore Project Halted by US Regulators

On August 22, 2025, Revolution Wind LLC, a joint venture between Ørsted and Global Infrastructure Partner's Skyborn Renewables, received a stop-work order from the US Department of the Interior's Bureau of Ocean Energy Management (BOEM). The order requires the project to pause all offshore construction activities on the outer continental shelf.

 

Revolution Wind, currently 80% complete with foundations and 45 of 65 turbines installed, began construction following federal approval in 2024. The project has secured all necessary federal and state permits, including its Construction and Operations Plan approved in November 2023.

Ørsted is reviewing options to resolve the situation quickly, including discussions with permitting agencies and potential legal action. The company aims to resume work and meet the commercial operation date targeted for the second half of 2026.

The wind farm is contracted to deliver 400 MW of electricity to Rhode Island and 304 MW to Connecticut, powering over 350,000 homes. Ørsted has invested heavily in US energy infrastructure and employment, with Revolution Wind alone contributing 2 million labor union hours.

Financial impacts are being evaluated, with further updates expected regarding Ørsted's planned rights issue announced earlier in August 2025.
