San José Expands Solar Access Program

San José Clean Energy (SJCE) has announced a significant expansion of its award-winning Solar Access Program, which delivers 100% renewable energy at a 20% discount to lower-income, pollution-burdened residents in San José. Since its launch in 2021, the program has served over 800 customers and will now expand to more than 1,000 with the addition of a new 2MW solar power plant in Merced County.

 

The West Tambo Clean Power II solar facility, developed by Renewable America LLC and operated by Radial Power, uses solar tracking technology to maximize energy output, enabling the program to serve 150 additional customers. The expansion is supported by funding from the California Public Utilities Commission (CPUC) under programs designed to increase renewable energy access in disadvantaged communities.

The Solar Access Program targets residents who face disproportionate environmental burdens and are enrolled in low-income electric bill assistance programs like the California Alternate Rates for Energy and the Family Electric Rate Assistance Program. It especially benefits renters and others unable to install rooftop solar.

City Manager Jennifer Maguire emphasized the program's role in advancing environmental justice and equitable clean energy access. Mayor Matt Mahan highlighted the dual benefits of reducing emissions while lowering energy costs for vulnerable families.

The program has been recognized with the Beacon Leadership & Innovation Award by the Institute for Local Government and a commendation from the San José City Council. SJCE Director Lori Mitchell said the West Tambo project "is a physical example of our commitment to equity," advancing San José's vision of a greener, more inclusive city.
