World’s Largest Battery Storage System Approved in California

The California Energy Commission (CEC) has approved the Darden Clean Energy Project (DCEP), which will become the world's largest solar-plus-battery storage system. The project is the first to receive a green light under California's Opt-In Certification program, an expedited permitting process created by Assembly Bill 205 to help meet the state's goal of 100% zero-carbon electricity by 2045.

 

The DCEP, developed by IP Darden I, LLC, a subsidiary of Intersect Power, will be built on 9,500 acres of non-arable land in western Fresno County. It will feature a 1,150-megawatt (MW) solar array and up to 1,150 MW (4,600 MWh) of battery storage--enough to power 850,000 homes for four hours.

"California is moving faster than ever before to build the clean energy we need," said Governor Gavin Newsom.

Beyond energy output, the project promises over 2,000 construction jobs, $169 million in local economic benefits, and $2 million in community investments, starting with a $320,000 grant to Centro La Familia Advocacy Services.

Battery storage is key to California's clean grid goals, enabling energy availability during peak demand. The state now leads the U.S. in battery capacity with more than 15,700 MW installed.

CEC Chair David Hochschild highlighted the project's "cutting-edge design and safety measures." As battery use expands, safety protocols have also been enhanced, including updates to the California Fire Code.

California's main grid reached 100% clean energy on 91% of days so far in 2025, continuing momentum from record additions of renewable capacity in 2024.
