Romania–Bulgaria CARMEN Project Receives $121M EU Support
The CARMEN Smart Grid Project, a cross-border electricity infrastructure initiative between Romania and Bulgaria, has secured approximately $121 million (€104 million) in funding through the European Commission’s Connecting Europe Facility (CEF).
The total project value is around €207 million, with the remaining financing provided by Transelectrica, Delgaz Grid, and ESO (Electricity System Operator Bulgaria). The agreement was signed with the European Climate, Infrastructure and Environment Executive Agency during the 12th Energy Infrastructure Forum in Copenhagen.
The project aims to modernize and digitize electricity transmission and distribution networks, improve cross-border grid integration, and support renewable energy integration across the region.
“CARMEN is the first Project of Common Interest in the Smart Grids thematic area to secure funding for the development and modernization of transmission and distribution networks in Romania. We have taken a very important step in implementing this strategic project… In this way, we are supporting renewable energy producers, future prosumers, and, equally, end consumers of electricity,” said Volker Raffel, Chairman of the Board of Directors of Delgaz Grid.
According to Transelectrica, the project will accelerate grid digitization and enhance energy security through improved coordination between transmission and distribution operators.
ESO Bulgaria stated that investments will support increased transmission capacity and renewable energy integration, particularly along the North–South corridor, while strengthening cross-border electricity flows.
The CARMEN project includes smart grid technologies such as dynamic line rating systems, FACTS devices, and digital monitoring platforms, with implementation planned across multiple counties in Romania and key regions in Bulgaria.
