Army Corps Awards $61.5M Fort Hood Microgrid Contract
The U.S. Army Corps of Engineers (USACE) has awarded Dominion Privatization Texas, a subsidiary of Dominion Energy, a $61.5 million contract to build the Phantom Warrior Microgrid at Fort Hood, Texas. The system is designed to keep critical facilities operating for at least 14 days during grid outages.
The microgrid will combine 3 MW of natural gas-fired generation, a 1.5 MW solar photovoltaic canopy and a 1 MW battery energy storage system (BESS). Automated switching and microgrid controls will enable sections of two distribution feeders to disconnect from the wider installation network during outages. This islanding capability is an important application of modern distribution automation, helping isolate local networks while maintaining service to critical loads.
The system will serve approximately 2.9 MW of connected load, including 2.12 MW of critical demand, and connect to Fort Hood’s 12.47 kV distribution system. Its combination of dispatchable generation and storage reflects the role of active grid response in strengthening power system resilience. Completion is scheduled for May 2029.
