DOE Authorizes Backup Generation for PJM Grid Reliability
The U.S. Department of Energy (DOE) issued an emergency order on October 12 directing PJM Interconnection to maintain grid reliability across the mid-Atlantic amid anticipated system stress.
The order addresses elevated electricity demand, planned generator maintenance, and transmission outages. It directs PJM to dispatch specified generating units as needed and authorizes backup generation as a last resort before or during an Energy Emergency Alert Level 3 (EEA 3).
PJM may coordinate implementation with transmission owners and electric distribution companies.
“This order will help ensure millions of American families and businesses across the mid-Atlantic have access to affordable, reliable, and secure electricity by making additional power generation, including backup power, available to use as needed,” said Energy Secretary Chris Wright.
DOE estimates more than 35 GW of unused backup generation nationwide.
Requested by PJM on October 11, the order remains effective October 13–16, 2026.
